Some tags from some libraries are not poplating in the filter list

When open filtering some tags from some libraries are not populating in the selection field. This occurs in both when in the affected library tab and the All Libraries tab.

Both the Komga WebUI and the Komga API populate the missing tags.

After some more experimenting, I think the root cause is the functions used to populate the filter list are only pulling tags set to series but not individual books. I have mostly been manually tagging the books in the library, though one-shots seem to exhibit the same behaviour for some reason

Ok final update on this, I am not very familiar with Kotlan and the project structure so I was not able to find where the tags are populated from in the filter dialog, but on the Komga API front the behaviour appears to match the output of:

GET https://demo.komga.org/api/v1/tags/series?library_id=<id>

But the ui might bet better serve if the general tag list api is used:
GET https://demo.komga.org/api/v1/tags?libarary_id<id>

That should pull the aggregated list of tags.
