Rename UPPERCASE markdown files to follow naming conventions: - BUILD-SYSTEM-SUMMARY.md → build-system-summary.md - LOCAL_TESTING.md → local-testing.md - TESTING-CUSTOM-NODE.md → testing-custom-node.md
