Build main.exe from whipser.cpp main with timestamp patch

I am looking to test timestamp accuracy, so wanted to try to compile binary from master , where this patch ggml-org#2279 may be optional by parameter.

I only need this as a temporary build just to test timestamps, so it can be pure main CPU or main OpenCL
