[SUGGESTION] Rework Public Config

Is your feature related to a problem? Please describe.
Public Config is extremely out of date with a lot of the units and code being from as far back as 2015. I would like to bring all the factions to a suitable standard and increase enjoyment for all.

• Remove unneeded gear fix code, allow the use of TWC Config Compat on public.
• Remove Event Handlers to improve performance
• Replace antiquated base box with arsenal (needs Scopes, LLMs etc included too)
• refine how supply boxes are spawned
• Remove weapon and vehicle custom configs
• Remove potentially copyrighted material.
• Tidy up code
• Move Weapon Configs in TWC Config Compat to Faction areas for tidiness.
• Explore Issue where all L115A2 Sniper rifle change to Desert skin when moving from editor to game.
• Improve structure of faction code.
• Improve German Units
• Improve Polish Units
• Improve ANA Units
• Consider rework or removal of SF units
• Port over 2010s British Units.
• Port over 2020s British Units.
• Port over 2000s British Units.
• Port over 1990s British Units.
• Port over Modern USA Units.
• Port Over 2010 USMC Units.
• Improve Modern USA Units.
• Improve 2010 USMC Units.
• Create 1990s/2000s/2010s USA Units.
• Create 2020s USMC Units.
• Consider options for bringing Cold War to Public.
• If above is feasible port over British and US Cold War Units.

We need to make sure nothing in @twc_config_public is "borrowed" from other sources because it will be uploaded to the steam workshop.

Possible issues are:
AW_Server -> unknown code
twc_ambience - > possibly copywrite music

It is probably worth creating an "Arsenal Weapons Array" on each unit.

These would be the extra weapons and items that a unit can get out of the arsenal ammo box.

It wouldn't be an issue on missions where weapons are limited since you wouldn't use the arsenal for that.

Finally, it would be cleaner as config arrays can inherit easily.

Edit: We should do Radio Channels this way as well.

Edit 2: Vehicles spawns. (Basically, adding anything we can to config)
