[New Plugin]: Initial submission of IOCTL Resolver for Windows

Plugin Description

I'm pleased to submit IOCTL Resolver 1.0 to the community repository. The plugin is intended to dynamically resolve IOCTL constants in known IOCTL-related APIs (DeviceIoControl, NtDeviceIoControlFile, ZwDeviceIoControlFile, NtFsControlFile, ZwFsControlFile, WSAIoctl, ioctlsocket). The plugin does that by parsing the WDK headers from the user's machine.

I'm not V35 so my say means absolutely nothing but could you label it "Windows" at the start, because I thought it could have been a Linux one and thought that would be handy..
