It's a bit weird to enforce other people's editors to become blue project-wide.

The .vscode/settings.json file is for enforcing settings that you wouldn't want other people to not have when contributing to your project. This includes enabling format-on-save, ESLint auto-fixes, bracket placement, import style but it doesn't include changing other people's theme.

For project-specific settings outside of the project, you can create a "workspace" and save that workspace file elsewhere. That workspace file can have personal settings, such as colours, random exclusion to make the file list prettier, random search exclusion, Windows terminal settings and preferred terminal emulator for that specific workspace.
