[BUG] Agentready tool creates false positive for Test Repositories

Issue: Agentready tool when run against a test repository such as https://github.com/opendatahub-io/opendatahub-tests/tree/main creates numerous false positives.

Request: We don't expect to see the false positives

• it should not care whether there is an API spec for a test repo
• it should not care about setup.sh for a test repo
• it should not care about existence of structured logging for a test repo
• [FEATURE] Allow CLAUDE.md to link to AGENTS.md #244

Details:

1. Run the agentready cli tool against the https://github.com/opendatahub-io/opendatahub-tests/tree/main repo.
2. Review the report generated below.

The last bullet on your list is related to #244 , I think but your proposal is a little more extreme (i.e., you would prefer not to require CLAUDE.md at all when there is an AGENTS.md). I could make a case either way. Can you take a look at that one and see what you think?

@jwm4 Oh I meant, AGENTS.md should be used synonymously with CLAUDE.md, sorry abt that. I have updated the language and connected the existing issue you pointed out.
