Subject: [PATCH] feat: dormant opentabletdriver rules

This adds in the necessary rules for opentabletdriver to work in a
dormant directory. This is for `ajust` to be able to symlink these files
to the proper directories in `/etc` whenever a user needs to use
the OpenTabletDriver flatpak.
