Add link to Arch Linux RFC

The main page — https://archlinux.org — does not mention RFCs (press Ctrl+F to verify).

To my understanding, RFCs should be placed under Documentation or Development.

Where is the source for RFCs? https://rfc.archlinux.page/? Should it be archlinux.page and not archlinux.org indeed?

Yes archlinux.page is correct, we use this for static sites usually to have a security boundary for the user-generated content hosted there 😄
