user can create custom folder with blank name

Current Behavior:
User can create custom folder with a blank name.

Correct behavior:
Custom folder name should never be shorter than 1 character in length.

Steps to reproduce:

1. Login to app as valid user.
2. In left menu, click Folders.
3. Click "Create a new custom folder" button.
4. Do not enter anything for folder name.
5. Click Create Folder.

Actual Result: Folder is created with a blank name.
