Development setup guide is out of date for running a full version of Shipyard #24
The development setup guide needs to be updated away from
basic-ucp, probably to utilize the dev-single-node deployment from ucp-integration (https://github.com/att-comdev/ucp-integration/tree/master/manifests/dev_single_node)Regardless of that, it needs to be rechecked for accuracy and updated to match current realities.
