publication table on mobile

The publication table doesn't allow for scrolling/zooming on mobile.

Drop down menus for year work, and the table updates, but we need a way to make the table more reponsive on touch screen

I don't have a fix just yet, but I believe I have narrowed down where the fix might end up being.

In static > pub_view.js, I believe some characteristics need to be added/changed to allow for x scrolling, somewhere within lines 12-33. This documentation seems to be in the right area, and gives a lot of examples for formatting datatables using webix.ui: https://docs.webix.com/datatable__sizing.html

My first instinct is to change width:0, (line 16) to autowidth:true, but https://docs.webix.com/api__ui.datatable_scrollx_config.html states that: "By default, horizontal scrolling is enabled. It will be disabled automatically if you set the autowidth parameter to true."

Not sure if this is useful information, but changing the width:0 to anywhere between width:20 to width:200 allows for x scrolling, however, it still stops where it visually would on the smaller screen when it is set to width:0, such as stopping at the beginning of the Author rows.
