[doc] Consider moving doc to Docc

Today, a large part of the doc exclusively lives on the README (Background Tasks, Streamable API, integration with Swift Service Lifecycle)

I propose to move these section sto corresponding articles in Docc and simplify the README, keeping just the information to get started.
