feat(consensus): integrated consensus client inside client and builder

Description

Once we have setup Kona for our consensus client #376, we should try to integrate this natively into the client and builder binaries. This would:

• Drive Reth directly, no use of engine API's
• Tracing from receiving data to inserting into Reth
