It seems that users from some countries can't download .tsv files (it contains records that point to game files) from a link repository (nopaystation.com). I managed to solve the problem by using a proxy.
First, manually download the .tsv file PSV_GAMES.tsv (http://nopaystation.com/tsv/PSV_GAMES.tsv) and rename it to titles_psvgames.tsv. Then copy it to ux0:/pkgj/titles_psvgames.tsv. So now if you have the file, PKGj will update the list. Games are downloaded just fine.

The issue can be closed, I suppose. There's nothing wrong with PKGj.
If you want to download the list for DLCs or PSP games you should do the same steps, just rename the files accordingly (for example, titles_pspgames.tsv).

Well, there are certainly EU, USA, and JP releases available, but, as far as I know, the nopaystation website contains games that were actually purchased by users and then got listed and shared. The games you want are, sadly, not among them right now. For example, the website only has the 1.0 version of Minecraft for Vita.

Don't really know about updates (only that PKGj sometimes proposes to do it automatically), but for Russian language patches or just game versions, you might additionally search the net. Maybe someone has published the version you need or a specific patch.

It's okay. Thanks for the explanation and all that stuff. My worst enemy has came true - manual download from PC to Vita. Oh well, there's no other way.
