Add CONTRIBUTING.md to guide new contributors.

GreenCode has no CONTRIBUTING.md file. New contributors have no guidance on how to fork the repository, set up the development environment (Spring Boot + React), follow coding standards, or submit a pull request. This is the primary barrier to community growth.
