[BUG] Adding example resets service-use slider

Bug description:

When a topic has already been trained and “Märgi teenuse kasutamiseks” (Mark for service use) slider is set to “Jah / Yes”, adding a new example immediately resets the slider to “Ei / No” — before retraining happens.

Expected behavior:

• Adding a new example must not modify the “Märgi teenuse kasutamiseks” flag.
• The slider must keep its previous value (Jah / Yes) until the user explicitly changes it.
• Neither editing nor adding examples should alter this configuration.

Steps to reproduce:

1. Create a new teema / topic.
2. Add examples.
3. Add the topic to the model.
4. Toggle “Märgi teenuse kasutamiseks” to “Jah / Yes”.
5. Train the model.
6. Publish the model.
7. Return to the topic.
8. Add a new example.
   ➜ Immediately observe the slider switches to “Ei / No” without user action.
