Is it possible to use GC features like struct or array from wasmtime-py?

The GC feature is supported in Wasmtime but the Config.wasm_gc property isn't bound in wasmtime-py yet, so no it's not usable at this time.

Additionally though Wasmtime does not have support in its C API for GC types so while Config.wasm_gc would enable running the module you describe above it would not enable interacting with GC types. More work is needed for that.
