[FR]: Allow reoccurence frequency to be less than 1 day, i.e. every 15 minutes on completion or every 15 mins flat for i.e. habits

Feature Description

As an intermediary you could just allow decimal values for the days numeric field.
This opens up TaskNotes to also be a habit tracker for many goals without needing to make a new primitive object.
In combination with #1875, TaskNotes would have the API to deprecate my current Habit Tracker system.
