Summary

Adds first-class CLI and platform-config support for toggling Clerk API Keys. The CLI exposes clerk enable api-keys and clerk disable api-keys, with users as the default target, orgs/users plural --for values, and singular aliases for compatibility. The backend exposes api_keys_settings in platform config and handles validation, dry-run projection, writes, and org API Key permission side effects.

Adds clerk enable/disable api-keys, plural canonical --for orgs/users targeting with singular aliases, org cascade behavior, docs, completions, next steps, tests, and changeset.
