• Admin workflow for populating ballot questions via a JSON or Markdown file (not integrated into the public-facing site)
• 'Browse ballot questions' page
• Individual ballot question pages with tabbed format
  • Initial tabs: overview, testimonies, for/against
• User and org capability to submit, edit, delete testimony with the same design as for bills
• View ballot question testimonies in a user profile’s testimonies section
