Description
Sometimes, somebody with the ability to directly edit a post (Edit ability, moderator) wants to propose an edit instead and have it be reviewed. This can happen if a post is unclear and an editor trying to improve it wants to confirm understanding. Should we add a checkbox (or something) to the edit interface for "submit as suggested edit", showing this only to people who (a) are not the author and (b) would be able to directly edit? It might be nice if the page for the edit review could indicate somehow that the suggester requested review, just to avoid the confusion of "why is there a suggestion from a moderator?", if it's easy.
I realize that there is a weird edge case where a moderator (whose abilities come with the role) can essentially earn the ability independently by suggesting lots of edits, but I don't think that's really a problem.
