Address changes in USDA CoA Cropland source data

Changes in terminology and metadata within the source data for CoA Cropland pulled from NASS Quickstats result in changed 2022 FBA data.

Identify the changes and modify our code that pulls the FBA data accordingly.

Data differences initially identified in PR #132

@catherinebirney I think on GCS we still have an older version of this FBA, so we might want to update that and see what imapcts it has on the FBS
