CqlNullologicalOperatorsTest fails commentary:

@bryantaustin13 Could you re-run these with the current runner release? When testing against HAPI JPA v8.8.0-1, for example, I now get:

@preston The results you get (I get that as well) are wrong. This should be a fail. A single 'a' is not a list of 'a'. It should be "{'a'}". The engine is returning the wrong value. The runner is also failing here. it is parsing the expected list "{'a'}" into "a" and then evaluates them as equal.
The "fixed" PR cqframework/cql-tests#91 was closed, because pushing the evaluation onto the server side is wrong. So that was closed.
Bottom line is that both the test and the engine need fixes.
