Open in New Tab missing after update to Craft 5.8.18 and CKEditor 4.10.1

Description

The open in new tab for links option is now missing in Ckeditor. Was previously working using this config.

Now the modal for links has the link and a bookmarks option which does not contain the lightswitch to open in new tab

The way links/anchors are added was changed as part of the 4.8 release and change to the underlying CkEditor library. It is still possibly to set links to open in a new window, it will just need to be done after the link is first added, from the 'Link properties' option:

This will be updated again in 5.0, where you'll be able to configure advanced options on links, reducing the number of clicks:

I do not have a link properties option - CKEditor 4.10.1

Funnily enough we were just looking for this option and we don't see it either. Using CKEditor 4.10.1 as well. @tommysvr @CreateSean

@stephenheron, any chance you can send your composer.json, composer.lock, config/project and database export to support@craftcms.com so we can try to reproduce and dig deeper?

@i-just - We're seeing it too. Do you need more info still?

@sjcallender, so far all reports have been due to the affected field using a ckeditor config that didn't have the manual openInNewTab link decorator set.

Can you please double check your setup and if you don't see anything wrong with it, and the toggle still isn't showing, please send composer.json, composer.lock, config/project and database export to support@craftcms.com and point out the affected element/entry.

I see it now. Was probably there all along. It's just buried in the UI after the link is created.
