Add commands to the Bot to allow the QnA to be maintained

• Add commands to the bot so that moderators can add questions with answers
• Add command to the bot so that moderators can tune the bot? (Last response was a correct answer / wrong answer)
• Add command to the bot so that moderators can add alternate question text for the same answer
