Create Konflux Registry Viewer Component

Issue Description

We'll need to onboard the registry viewer component to our Konflux application created in #1635 to complete the devfile registry service deployment images.

Acceptance Criteria

• Create component for devfile/devfile-web under Konflux platform with Dockerfile used as the Dockerfile reference targeting the registry viewer project
• Merge PR of generated tekton pipeline config for on-push and on-pull-request created by red-hat-konflux
