[Bug]: Filemanager page get's created as default page, not visible in personabar

What happened?

I installed DNN 10.2.0 with a blank template and in dutch.
And I saw this in the menu :

So I guess this might be a missing translation which causes this issue.
But the effect is that the filemanger for the portal is created as a 'normal' page, and that it is not a page in the personabar.
When I go to page management I actually see there are more missing items:

Steps to reproduce?

1. install dnn 10.2.0 with a blank template in dutch
   (I'm not sure if this is an issue in other languages as well...)
2. check the pages

Well, if this is a translation issue, I would expect that the installer should not be dependant on a translation for creating the filemanager under the personabar or not.
