Cannot get timestamp to work #4

Hi I installed the skip to Timestamp plugin. I am using Vimeo embedded videos with the "video" player on Wordpress. I am using WP Bakery to design my site.
On the "video" widget I can select the start time for the video, but I would like to include chapters/skip to points with descriptions. When i add a text box on the same column than the embedded video the time creates a link, but when you click on the link nothing happens, I assume it is not linking to the embedded video. OR more likely I am doing something wrong, can you please help?
