Place Clear Notification Button on top

Problem

The Clear All Notification Button placed on the bottom is really unproductive, tho app-specific clear notification button is placed at the top of the respective notification bubble

Proposal

The clear all notifcation button to be placed on the top, probably next to DND Toggle Bar

Not only would it be quicker to reach if it was at the top but it would also stop me accidentally hitting the Settings button by mistake.
