lodestar dev error

**Describe the bug**
Lodestar dev is not working with built lodestar package

**To Reproduce**
Steps to reproduce the behavior:
1. Install `apt install eth-node-lodestar`
2. run `lodestar dev`
3. See error

**Expected behavior**
lodestar dev environment should start properly
