Product Metrics: dev/staging environment

When we are piloting new metrics, or integrating metrics for new features, we want to be able to capture events to a Staging Dashboard, so that we can iterate on various funnels, etc and fine tune event payloads without cluttering up the Production Dashboard.

• Setup www for env based project metrics
• Setup publish action for www that incorporates PostHog key during build & Fission CLI publish
• Setup Control Panel for env based project metrics
