[REQUEST] Pecas could send last week's report via Slack

• I checked the documentation and didn't find this feature
• I checked to make sure that this feature has not already been requested

Describe the feature:

As a supervisor
I want Pecas to check last week's hours
And then I want to see a report in Slack
So that I can follow up w/ people who forgot to submit their entries

Problem:

As a supervisor
I want to get a weekly report
So that I can clearly see any deviations in time tracking patterns

Follow-up features, not in the scope of this issue:

• Support for local holidays for the person we are checking the hours for (See [REQUEST] Last week's Slack report should account for local holidays  #111)
• Support for VacationTracker or Google Calendar, to check that there were no vacations or sick days in the past week (See [REQUEST] Last week's report should take into account vacation and sicks days per person #112)

1. it should send the report to slack
