Add topic creation

Open Messaging Benchmark's interface requires [topic creation](https://github.com/openmessaging/openmessaging-benchmark/blob/4405623801e0b8869ab83e72a156d96dbbae04a9/driver-api/src/main/java/io/openmessaging/benchmark/driver/BenchmarkDriver.java#L50).
