Support Raglai (in Viet Nam) writing system

Raglai (Raglei) is a ethnic group in Viet Nam. Their writing system is based on Latin, modeled after the system used for Latin-based Vietnamese (Quốc ngữ).

I have tested the site https://afrim-web-vietnam.onrender.com/. One idea is that we should only activate one method VNI or Telex at a time. It is because each method has its drawback, like when we type a mixed Vietnamese-English content, the Telex method often modify English words, in that case user often switch to VNI.

Btw, I was given a "Raglei tutorial". It is in Vietnamese, though. I will extract some content and translate to English.

It's a mistake from me. I wanted to test all in once and I forgot to separate. 😅

@hongquan, I applied your change. Now, the user can select the IM that he wants.
Between, I left both activated if you select "Vietnam". It's more for testing purpose.

It tested. It is fine, but sometimes when I type "qua6n", it becomes "quân", which is expected, but the cursor moves to before "n".

@hongquan, there is an issue (at the level of the frontend) when the user type a little bit fast.
Don't worry about it, it is something that I already planned to fix.

@hongquan, the inhibit feature of afrim fix this issue.

This inhibit feature restrict the usage of character not part of the target language. And with it, we can gain more typing speed.
