Stage 1 Starter Code (CTRE)

Starter code/infrastructure for Stage 1 - Stage 1A and B should be able to share the same starter code.

Starter code should contain all the simulation infrastructure needed for Stage 1.

Fully worked through examples are useful too, but decision TBD on whether we're including that in the repo.

While Alpha vendordeps for CTRE are still pending, we're just going to use WPILib 2026 - porting Stage 1 (at least Stage 1A) to WPILib 2027 should be trivial.

This is blocked pending CTRE's 2027 Alpha vendordep. We've decided to move forwards on building out Stage 1 with REV first with Commands v3

This should include simgui and AdvantageScope premade layouts to minimize the amount of setup users need to do to get working on this and seeing their results. This section should be focused on the code and less on the auxiliary tooling at this point.
