Send deviceid query parameter with submission

Description

https://docs.getodk.org/central-api-submission-management/#creating-a-submission accepts an optional deviceID query parameter. Send the deviceID value as Collect does so that Central can persist it.

This code change will actually be in the central-frontend repo because that's where the submission URL is generated. WF doesn't currently expose the deviceID so it could either be updated to pass that through, or it might be easier to move the deviceID generation code in to central-frontend and pass that in to the vue component and then it's also available at submission time.
