Describe the bug
When scrolling up and down in the command line, the screen flickers and triggers an effect similar to pressing up or down buttons: automatically filling in the previous or next command.

GitHub Copilot v1.0.9 Cli
Steps to reproduce the behavior
1.copilot --allow-all-tools
2. scrolling up and down
Expected behavior
Scroll up and down in the cli
