Share the same MCP configuration for copilot CLI and vscode

We are delivering the MCP server which can work with copilot cli and vscode, but the user need to configure the MCP server seperately, we vscode and copilot CLI share the same MCP configuration?

They are separate today. #39 is about reading setting from vscode, which is something we are considering.
