Increasing AI Determinism

I assume that "freezing" the model, version, and parameters would increase determinism in AI-generated implementation.

1. Am I correct?
2. Is there a way, (or planned way) to freeze these parameters into the spec? Or is this something I can put in the constitution and the AI will respect?
