Tails doesn't despawn properly

This doesn't seem to happen on real hardware.
After finishing the night Act of Rooftop Run, you're loaded into the town area.
Tails explains to you the situation and gives you the camera.
He's supposed to despawn after you're done talking, but he stayed here.

Bugs that only happen in Unleashed Recompiled must be accompanied by footage captured on original Xbox 360 hardware showing that the bug does not happen there.

Please verify on hardware with the Title Update applied. We can't know which version the longplay is.

I can do that.
Just to be sure, original Xbox 360 hardware with the Title Update, yes?
I assume checking on Xbox Series X wouldn't count since it's technically emulated.

Checked on my 360 both with and without DLCs installed alongside the Title Update and indeed Tails gets de-spawned properly.

We've finally made some progress on investigating where this issue comes from. Seems to be a by-product of turning on the non_volatile_as_local in SWA.toml. @blueskythlikesclouds is working on further investigation for a fix.
