chore: standardise, Justfile, (rename,, fix, parse, errors,, remove, useless, commands)

Batch Justfile audit: standardised naming (lowercase→Justfile),
fixed parse errors, removed useless build-riscv from non-Rust repos,
added missing assail recipe, and fixed code quality issues.
