Description
for native and assets, verify total issuance on L2 equals transferrable shard vault balance on L1
if not, handle gracefully
options, if shard vault has insufficient balance for unshielding all:
- pro rata discount
- wait for someone to top up shard vault from a technical account (which won't trigger shielding)
