Noise control widget keeps showing Off button after toggling Off Listening Mode

Repro:

1. Add the noise control widget to the home screen. The Off button is hidden as expected (Off Listening Mode disabled by default).
2. Open Settings, enable Off Listening Mode. The Off button now appears in the widget.
3. Disable Off Listening Mode again. The Off button stays visible in the widget, no matter how often the toggle is flipped after that.

Expected: Off button visibility tracks the current Off Listening Mode state.
