Implement persistence for CEMLManager objects #12
Description
CEMLManager extends from PersistentRequestInstance where "persistent" is set to false by default.
For a CEMLManager object to be persisted, "persistent" would need to be set to true and the CEMLManager object would have to be added to static map "requests" in PersistentRequestInstance.
