tests taking longer on tuo

i built tpls on tuo without enzyme. im noticing that ci tests on tuo is running much slower than tioga. some tests are taking 3x longer, and im not sure why

for example tuo 61/92 Test #61: test_heat_weak_form ..................... Passed 152.28 sec https://lc.llnl.gov/gitlab/smith/serac/-/jobs/3121284#L11736

and tioga 61/92 Test #61: test_heat_weak_form ..................... Passed 53.13 sec https://lc.llnl.gov/gitlab/smith/serac/-/jobs/3124569#L3590
