Error when upgrading `Microsoft.AppInstaller` to version 1.27.440.0

Brief description of your issue

WinGet reported to me this morning that an upgrade was available for Microsoft.AppInstaller. Strangely, every time I try to actually apply the available upgrade, it erroneously reports The operation was canceled by the user even though it most certainly was not.

Steps to reproduce

1. Execute winget list --id Microsoft.AppInstaller --exact --upgrade-available to confirm that there is an available upgrade to version 1.27.440.0 of Microsoft.AppInstaller.
2. Attempt to apply that upgrade by executing sudo winget upgrade --id Microsoft.AppInstaller.

Expected behavior

WinGet should download and install all necessary dependencies, and then download and install the main Microsoft.AppInstaller package itself, all without issue, and exit with success.
