Add the MvcOptionsExtensions #6

The https://github.com/neolution-ch/neolution-dotnet-templates/blob/main/templates/neo-react/Whitelabel.React.UI.Api/Extensions/MvcOptionsExtensions.cs should be moved here.
The UseBaseRouteToken should be extended to have the possibility to include the ControllerName in the base route
