Clean up README table of contents

Summary

• replace the outdated Table of Contents with links that reflect the current sections and subsections
• fix the "workflows" typo and update the Hugging Face entry in the supported models list
• rename the development setup heading so that the anchor in the Table of Contents stays consistent
