Zürich, Schweiz - incorrect discovery.xml content #67

For Zürich, Schweiz the discovery.xml points to http://www.fiksgatami.no/open311 this is wrong. Should be: https://www.zueriwieneu.ch/open311/v2/
Besides that, there are a lot of errors regarding the json format. Arrays get wrapped in {}, individual values are sent as [] and more.
I will put this endpoint to inactive to prevent myself from fixing the open311_java library for this exception to the rule. I do understand that it might be relevant to support the "Zürich format" in a later stage.
